Too much pressure on teachers to hit targets

I've come across an alarming report in a fascinating teachers' blog.
'The Views of a Libertarian Teacher' http://frontlineeducation.blogspot.com/ is written anonymously and the school is, understandably, not identified so I cannot verify its claims. However it has an authentic feel.
It describes how 3 teachers at an inner city comprehensive were given the choice of resigning with a good reference or facing competency proceedings after their students GCSE scores fell below target.
It is hard to know which bit of cynicism is the more shocking: the offer of a good reference to teachers whom the school regards as poor or the blackmail involved in the offer.
As I say, I cannot endorse or guarantee the content, but it is an interesting read.
